Support service for new residents settling in rural Cáceres

Summary

The tender is for a service to attract prospective residents, broker their move and support their integration into rural areas of Cáceres province. The work includes finding and advising potential residents, identifying available housing and employment or business opportunities, coordinating with municipalities, and providing administrative and social support to newcomers. The contract is divided into two separate lots. Lot 1 covers Villuercas-Ibores-Jara and Tajo Internacional, with a target of at least 30 people settling there. Lot 2 covers Trasierra-Tierras de Granadilla, with a target of at least 15 people. The overall target is at least 45 completed settlements, each evidenced by an individual municipal registration certificate. The contract lasts 12 months. The total budget is €450,000 including VAT: €250,000 for Lot 1 and €200,000 for Lot 2. Lot 2 is co-funded at 85% by the European Regional Development Fund. The contractor must provide the required team, including at least six resettlement agents and project coordination, use a database containing at least 5,000 potential new residents, maintain an ongoing local presence and submit monthly progress reports. The final report must evidence achievement of the settlement targets and describe cases handled, housing and employment or business opportunities identified, and integration activities. At least 50% of the support pathways, entrepreneurship advice and rural integration workshops must be specifically directed at women and include gender-equality and work-life balance content. Financial capacity is assessed by lot: a company’s annual turnover must be at least 1.5 times the estimated value of the relevant lot, or a professional who is not a business operator must provide the specified professional indemnity insurance. Relevant services delivered in the last three years are required, as are a project coordinator and agents with the required qualifications and at least one year of experience. Bids are evaluated on price (40 points), additional staff experience (30 points) and the technical proposal (30 points); bidders must score at least 30 out of 60 on the quality criteria.
