Cafeteria service concession at the Las Llamas campus in Santander

Summary

The tender is for a concession to operate the cafeteria at the Universidad Internacional Menéndez Pelayo’s Las Llamas campus in Santander. The concessionaire must run the cafeteria, maintain the premises and equipment made available, and bear the business risk. The university provides the cafeteria premises and existing inventory and pays for water, gas and electricity. The offer to users must include breakfasts, pastries and sandwiches, drinks, and lunch options such as set meals, salads and sandwiches. Lactose-free and gluten-free products must also be available. The cafeteria must open Monday to Friday from 8:00 to 17:00 and, in summer from 15 June to 31 August, every day from 8:00 to 21:00; the Christmas period is excluded from the regular schedule. The operator must accept cash as well as card and mobile payments, display prices and allergen information, meet food-safety and cleanliness rules, sort waste, and carry out preventive maintenance of the equipment. Minimum staffing is one regular attendant plus two at peak times in winter, and two regular attendants plus three at peak times in summer. The contract runs for one year from 1 November 2026 or, if later, the contract-signing date, with up to two one-year extensions. The concessionaire must pay an annual fee of at least €1,000 and receives revenue directly from users while bearing demand risk. Offers are assessed on discounts across seven product groups, the annual fee, environmentally preferable products and an optional commitment to provide up to five drinks vending machines. Applicants must prove the required financial and technical capacity and submit evidence and offer materials in accordance with the tender documents.
