Cafeteria and dining service concession at the Faculty of Law
Summary
The concession is for operating the cafeteria and dining service in the University of Málaga’s Faculty of Law. The concessionaire will run the catering service in university premises using its own staff and resources, manage day-to-day operations, maintain the premises and equipment, and bear the commercial operating risk. The contract lasts 2 years, with an option to extend it by up to 2 years. The concessionaire must pay the University at least €10,000 per year in ten monthly instalments of €1,000, due from January to July and September to November; no payment is due for August or December. The estimated contract value is €2,680,000 excluding VAT, and the University has no base-budget payment obligation for the service. This is a restricted procedure: applicants first submit a participation request and evidence of suitability, and selected candidates are invited to tender. Applicants must demonstrate annual turnover of at least €335,000 and at least one comparable catering service performed within the last three years. A valid sanitary registration certificate for food handling and proof of the mandatory university site visit are required. The tender must describe the service organisation and staffing, cleaning, equipment and premises improvements, menu quality, and provision for special diets. The offered concession fee accounts for 35% of the evaluation and quality criteria for 65%; bidders must score at least 35 points on the criteria assessed by qualitative judgement to proceed. The cafeteria operation may not be subcontracted. The successful bidder must provide a final guarantee of €10,050 and civil liability insurance of at least €600,000.
