Bidders must demonstrate the required turnover and relevant previous service experience, and commit to providing the required equipment and qualified staff. The submission must include the European Single Procurement Document, a technical proposal and a price offer. The technical proposal is limited to 15 pages. The technical proposal accounts for 25% of the evaluation and automatically scored criteria for 75%; these include price, menu variety, organic or integrated-production ingredients, wholegrain foods, homemade food items, staffing arrangements and kitchen-equipment improvements. Offers exceeding the budget ceiling will be rejected. The successful bidder must provide a final guarantee equal to 5% of the awarded price excluding VAT.
