Travel agency services and technical travel management support for the IMDEA Networks Foundation

Summary

The contract covers travel agency services and technical travel-management support for the staff, researchers, professors and students associated with the IMDEA Networks Foundation. The contractor will arrange domestic and international travel by finding and booking air, rail, sea and other transport tickets, issuing them and handling changes and cancellations; it will also book accommodation and, when required, arrange car rental, taxis and airport transfers. The contractor must offer the most advantageous suitable fares, provide at least two transport options, offer round-the-clock traveller assistance and operate an incident-alert system. Accommodation must generally be in a hotel rated at least four stars or at a comparable price; the limit is €300 per person per night, or €400 in previously authorised exceptional cases. The contract runs for up to five years and has an estimated value of €611,262.75 excluding VAT. Services will be ordered according to actual needs, and the contract may end earlier if its budget ceiling is reached. The procurement is not divided into lots. The bid must include a technical proposal and set ticket-issuance charges, accommodation and car-rental discounts, and any increases to the specified insurance coverage. Automatically assessed criteria carry up to 75 points and the technical plan up to 25 points; the technical plan is limited to 20 pages. Bids must be submitted electronically in Spanish. Participation requires a travel-agency licence, the specified financial and technical capacity, a team of at least three suitably experienced staff with English at B2 level, and professional liability insurance of at least €600,000.
