Technical assistance in tax law and tax compliance

Summary

The tender covers comprehensive, recurring tax-law and tax-compliance advisory services for the Port Authority of Gijón. The work includes advice on the administration, assessment, collection and review of port charges and other public-law revenue, as well as the state, regional and local taxes applicable to the port authority. The contractor will advise on corporate income tax, VAT, property tax, withholding taxes and other taxes; prepare and review tax returns, calculations, reports and submissions; support tax proceedings; and assist in establishing a tax-compliance management system. The services also include monitoring legal developments, assessing risks, training staff and transferring knowledge. The contract runs for one year, with an option to extend it by one year. It is not divided into lots, and subcontracting is prohibited. The estimated annual value is €35,340 excluding VAT; the estimated total value including the possible extension is €70,680 excluding VAT. Bids are assessed on technical and financial criteria: the technical criteria are worth up to 80 points, price up to 20 points, and a bid must score at least 40 technical points. The technical proposal must explain the overall approach, schedule, coordination and risk mitigation, and may not exceed 20 pages. The bidder must have annual turnover of at least €100,000 in the relevant field in one of the last three financial years and at least €24,000 in similar tax-advisory work during the most active year of the last three years. The required team consists of a contract director with at least 10 years of tax-advisory experience and two appropriately qualified specialists: one with at least 5 years’ experience advising on tax law and the other with at least 5 years’ experience advising on public law. The bid must be submitted electronically and include the required European Single Procurement Document and relevant evidence of experience and qualifications.
