Home delivery of lunches under the Menjar a casa programme

Summary

Picassent is procuring the preparation and home delivery of lunches under the Menjar a casa programme for older people and other approved users in need. The service is expected to cover up to 20 users. Meals must be delivered Monday to Friday, excluding national and regional public holidays, between 11:00 and 14:30. Each daily meal comprises a first course, a second course, dessert and bread, and must accommodate medically prescribed dietary needs. The contract runs for one year and may be extended for up to two further years. The estimated annual budget is €41,113.80 excluding VAT. The contractor must arrange meal preparation and refrigerated home delivery, using compliant kitchen facilities and vehicles that maintain the cold chain, and explain food preparation to service users. At service start-up, the contractor must check whether users have a suitable microwave. Monthly activity and service-quality reports and an annual report are required. The contractor must provide an emergency meal for users and replace or replenish it when used or every six months. In specified officially declared emergencies, food, dinner or water must be supplied free of charge to eight people for ten days, within a maximum of 24 hours. The offered price must not exceed €8.19 per daily menu excluding VAT. Price accounts for up to 49 points. Further points are available for a commitment to deliver urgent meals within 24 hours (24 points), provide accessible menu information for older people and people with disabilities (10 points), and operate a QR-code delivery-tracking system that reports to the contracting authority at no cost to the authority or users (17 points). The successful bidder must take over one existing employee under the applicable collective agreement, including the employee’s rights and obligations: a driver with seniority from 24 June 2008, contract type 200, 97.5% working time (39 hours per week) and gross annual pay of €19,542.12 over 12 months. Bidders must demonstrate the required economic and technical capacity and submit the required menu, food-product and hygiene documentation. The successful bidder must be registered in the General Health Register of Food Businesses and Food Products and hold professional indemnity insurance of at least €100,000.
