Tourism, culture and economic activity promotion in the catchment area of Zaragoza Airport

Summary

The procurement covers promotion of tourism, culture and economic activity through air routes linked to Zaragoza Airport. It is divided into 29 lots for destinations including European cities, the Canary Islands, Morocco and Switzerland. The contractor is to operate the agreed flight frequencies between Zaragoza and the destinations and deliver promotional activities such as destination information on websites, advertising banners and newsletters, in-flight entertainment advertising, and content on blogs and social media. Payment is based on operated frequencies, and the tender must state an overall discount applied to the unit prices. The initial contract term is 1 year, with up to four annual extensions, for a maximum total term of 5 years. The tender budget is €7,266,686 excluding VAT and €8,792,690.06 including VAT. The estimated total contract value, including possible extensions, modifications and the permanent-base premium, is €45,475,116 excluding VAT. Tenderers must be licensed passenger air carriers established in the European Union and meet the specified turnover and similar-service experience requirements. In addition to price, tenders are assessed on additional flight frequencies, aircraft seating capacity, year-round distribution of operations, advertising and marketing enhancements, and a commitment to establish a permanent base at Zaragoza Airport. Lots 6 and 29 also include assessment of the selected departure airport. The contractor must, among other things, provide an annual carbon-footprint report and civil-liability insurance of at least €300,000. Award is conditional on the funding required for the contract being secured.
