Supply of GPS transmitters for monitoring Montagu’s harriers
Summary
The contract is for 78 GPS-GSM satellite transmitters, or backpack-style data loggers, to track Montagu’s harriers (Circus pygargus) under the LIFE SOS Pygargus project. The devices will support monitoring of the birds’ movements, range, winter feeding and daily activity. The required model is OrniTrak 6 4G or equivalent, including one year of data management and delivery. Each transmitter must weigh 8–10 g and meet the technical requirements for GPS, 4G/GSM data communications, solar charging, sensors, remote configuration, data storage and firmware updates. Delivery, including transport, is to the designated nature conservation service within the two-month contract period. The estimated value is €69,757.74 excluding VAT and €84,406.87 including VAT; the contract is 75% co-funded by the EU LIFE programme. Price carries 90 evaluation points; additional points are available for after-sales service, an extended warranty, up to three extra transmitters and extended data management. Bidders must demonstrate the required turnover and experience in comparable supplies; companies established less than five years ago may use the specified alternative route to demonstrate technical capacity.
