Preparation and delivery of the Household Expenditure Survey

Summary

The contract covers the preparation and delivery of Eustat’s annual household expenditure survey in Euskadi. The contractor must conduct fieldwork throughout the year at 1,768 sampled dwellings and collect information from every household living there. The work includes preparing survey letters and questionnaires, guiding households through at least seven days of expenditure recording, visiting and interviewing households, coding and entering data, validating responses and correcting errors. The sample is spread across 136 census sections, with fieldwork organised week by week; results must be submitted to Eustat according to the specified schedule. The contractor must provide a field team of at least 17 people, the required IT resources, at least one office in Euskadi and a toll-free telephone line for households. The team must be able to conduct interviews in Basque in all three territories. Participation also requires staff training and compliance with statistical secrecy and personal-data security obligations.
