Reading Promotion and Cultural Activities at Font de la Mina Library and Cultural Centre
Summary
The contract covers reading-promotion, cultural programming and community-engagement services at the Font de la Mina Library and Cultural Centre in Sant Adrià de Besòs. The work includes planning and delivering activities in the library and cultural rooms, assisting visitors, promoting reading and culture for children, young people aged 12–25 and new readers, publicising activities through digital channels, and working with schools, community organisations, the municipality and local education and cultural services. The contractor must also coordinate room use and opening, support events, manage access and promote good conduct, including mediating conflicts and reporting maintenance needs. The library’s regular collection management is carried out in cooperation with librarians provided by the Barcelona Provincial Council. The planned contract runs from 1 February 2027 to 31 December 2028, with one possible two-year extension for 2029 and 2030. It is not divided into lots. The service is to include coordination of reading and cultural projects, including a 37.5-hour working week for the community and mediation coordinator, four reading-project coordinators working 35 hours per week, and 35-hour posts for a cultural-space coordinator and an activities and visitor-information support coordinator. Existing employees must be taken over under the applicable collective agreement, and replacements must be provided to ensure continuity when staff are absent. The estimated cost is €262,980.20 excluding VAT for 2027 and €297,735.83 excluding VAT for 2028. The total tender budget is €560,716.03 excluding VAT, or €678,466.39 including VAT. Bidders must attend the mandatory site visit specified in the tender documents before submitting a bid and provide a compliant service organisation and delivery project.
