Dynamic Purchasing System for Software Development Technology Services and Related Activities
Summary
This procurement establishes a dynamic purchasing system for 51 months through which Madrid’s municipal transport company, EMT, will commission software development and related technology services as needs arise. Work may include developing, upgrading and renewing systems; consultancy, planning, feasibility studies, analysis, design, construction, implementation and maintenance of applications. Each assignment will be competed separately among companies admitted to the system. EMT does not guarantee a minimum number or value of orders. The system’s estimated total value is €2,000,000 excluding VAT. To join, an applicant must demonstrate annual turnover of at least €250,000 and relevant services worth at least €50,000, in each case in the best-performing year among the last three available years. Applicants must also provide a certificate confirming compliance with the national information security scheme at medium level or higher, and a valid ISO 9001:2015 certificate or equivalent quality-management evidence. For each assignment, the contractor must deliver source code and the necessary technical and user documentation, and transfer knowledge to EMT. Work will generally be carried out at the provider’s premises; service hours are 8:00–17:00 on weekdays. Each specific invitation will define the detailed scope, deadline and award criteria.
