Tender detail
Design of connections from Sa Pobla and Can Picafort to Mallorca’s bulk drinking-water network
Summary
The tender covers consulting services to prepare two projects connecting local water systems to Mallorca’s bulk drinking-water network: Lot 1 for Sa Pobla and Lot 2 for Can Picafort. The consultant will collect field data, assess technical and economic alternatives for routes and facility locations, prepare preliminary and construction designs, and produce the documentation needed for permits and environmental procedures. The work includes laser scanning and BIM digitisation of existing facilities, pipelines, reservoirs, pumping stations, and electrical, automation and control systems. For Sa Pobla, the plans include a 6,000 m³ reservoir, a pumping station and approximately 3.2 km of DN350 pipeline; the option of an additional 2,000 m³ reservoir in the urban area must also be assessed. For Can Picafort, the plans include a pumping station, approximately 6.4 km of DN500 pipeline and an 8,000 m³ reservoir. Each lot has a six-month stated execution period, with possible suspensions during permit processing and reviews; milestones run from week 6 to final project delivery in week 26. The total estimated value is €493,742.19 excluding VAT (€597,428.05 including VAT): €179,340.73 excluding VAT for Sa Pobla and €314,401.46 excluding VAT for Can Picafort. Award evaluation covers price (up to 45 points), the technical tender (up to 47 points), and social and environmental criteria (up to 8 points); the latter reward proposed job-related and environmental training for the project team. Bids must be submitted electronically. Bidders must meet an annual turnover threshold of €150,000 and demonstrate specified hydraulic-project experience and qualified specialist staffing. Normally, no more than one lot may be awarded to a bidder; bidders tendering for several lots must state their order of preference.
