ASEPEYO data network renewal and network security equipment supply

Summary

ASEPEYO is procuring an integrated renewal and operation of its data communications networks, together with the supply of network electronics and security equipment and software. The work includes network infrastructure installation and configuration; management, operation, maintenance and monitoring; cabling improvements; equipment licensing and support; and the supply, installation and commissioning of new network and security infrastructure. The scope includes LAN, Wi-Fi and WAN equipment, data connections, network access control and email protection. The procurement is a single lot. The initial term is 42 months, with two possible extensions of 12 and 6 months respectively. The base budget is EUR 7,059,206.02 excluding VAT (EUR 8,541,639.28 including VAT); the estimated value including extensions and planned modifications is EUR 10,342,426.23 excluding VAT. Tenders are evaluated on price and quality: up to 85 points are available for automatic criteria and up to 15 for qualitative assessment; a score of at least 7.50 is required for the latter. Criteria include price, additional Ethernet connections at up to 10 locations, up to 50 additional Wi-Fi access points, up to two additional Starlink backup kits, and an increase of the minimum 600-hour service allowance by up to 250 hours. Bidders must provide the required financial and technical capacity evidence and a valid ENS certificate at Medium level or higher. ISO 9001, ISO 27001 and ISO 20000 certificates are also required, as are network access control and email security solutions qualified in CPSTIC. Engineering, implementation, and level 2 and 3 support must be performed directly by the main contractor; subcontracting is permitted for on-site installation and fault repair.
