Cafeteria and dining service concession at the Tudemir building, Orihuela campus

Summary

This five-year concession is for operating the cafeteria and dining facilities in the Tudemir building at the Desamparados site of Miguel Hernández University’s Orihuela campus. The concessionaire will organize the cafeteria and catering service and sell cafeteria items, breakfasts, daily menus and combination meals, receiving payment directly from users and bearing the business risk. The contract is expected to start on 2 November 2026, or later if it is signed after that date, and is not divided into lots. The procurement uses a restricted procedure. Applicants first submit an electronic participation request and demonstrate their capacity; selected candidates are then invited to tender. The participation-request period is at least 15 calendar days from publication of the contract notice, and invited candidates have at least 10 calendar days to submit their offers. Offers must include a technical memorandum and a price schedule, with prices no higher than the stated maximum prices. The bidder’s annual turnover must exceed €50,000 in its best financial year among the three most recent available years. The bidder must also evidence at least one previous catering, cafeteria or dining service that lasted continuously for at least one year and generated annual turnover of at least €50,000. Companies less than five years old may use an alternative route: net assets or share capital of at least €3,000 and at least one team member with relevant management experience. The qualification documents specify the evidence and alternatives in more detail. The technical offer must describe the range and quality of products, service organization, purchasing and minimum stock management, staff replacement, and payroll, insurance and training arrangements. It must also include plans for premises cleaning, equipment maintenance, food safety and hygiene, bidder-supplied equipment, and waste management. Page limits apply: the product list may be up to 15 double-sided pages (or 30 single-sided pages), and the service-organization memorandum up to 20 double-sided pages (or 40 single-sided pages). Offers are scored for the technical memorandum (up to 50 points), improvements (up to 5 points) and price (up to 45 points). The price schedule covers cafeteria products, breakfasts, menus and combination meals. Improvement points are available for a filtered reverse-osmosis water dispenser with jugs and reusable or environmentally sustainable glasses. A 10% discount on summer-school menu prices for the second and subsequent siblings also earns improvement points. The successful bidder must provide a €1,000 final guarantee; an additional €1,000 guarantee applies where the offer is initially presumed abnormally low. The required insurance includes €600,000 in public liability cover and €150,000 for damage the operation may cause to the cafeteria facilities. Insurance coverage must continue throughout the contract. During performance, the concessionaire must sort waste into five streams and submit an annual report on waste quantities, traceability and destination. Existing staff may have to be transferred where required by applicable law or a collective agreement.
