Supply of a Performance Assessment Platform and Integration Consultancy

Summary

The contract covers the supply, implementation and support of a SaaS platform for managing employee performance assessments for Elche City Council and its autonomous body VisitElche, together with advice on integrating it into the horizontal professional career system. The platform must support assessments based on objectives and competencies, assessment campaigns, analysis of results and reporting, and must integrate with the municipality’s user-management and authentication systems. The contract runs for 3 years, with an estimated value of EUR 58,500 excluding VAT and a budget of EUR 70,785 including VAT. It is not divided into lots. Bidders must submit a technical specification sheet with their offer and make the proposed solution available for a demonstration before contract award. The fully functional system must be operational no later than 15 days after contract signature. Minimum simultaneous capacity is 5 HR administrators, 50 evaluators and 500 employees being evaluated. The system and the infrastructure used to provide the service must meet the medium information-security category. The successful bidder must hold a valid conformity certificate covering the proposed SaaS platform throughout the contract; the certificate may be requested after award, including before the platform goes live. The platform must achieve monthly availability of at least 95%, excluding planned outages notified at least 48 hours in advance. Maximum response and resolution times are 4 and 8 hours respectively for critical incidents, and 12 hours and 3 working days for non-critical incidents. Award scoring considers price (up to 35 points), increased concurrent-user capacity, online messaging for all user profiles, shorter incident response and resolution times, and evidence of integration with the horizontal career module. The contract also requires implementation advice and 5 hours of in-person training, support and follow-up, as well as a separate 5-hour course for evaluators. Where printing is necessary, documents must be printed on recycled or ecological paper. For a joint bid, the parties must submit a commitment to form a temporary joint venture.
