Security and guarding services and maintenance of security systems
Summary
The procurement covers security and guarding services for Universidad Pablo de Olavide, together with preventive and corrective maintenance of the security and video-surveillance systems installed on the university campus and at its Marruecos Pavilion premises in Seville. The contract also includes service-organisation planning, fault response, service-performance monitoring and training for security staff. The contract is not divided into lots. The initial term is 3 years, with one possible one-year extension from 15 December 2029 to 14 December 2030. The tender budget is €2,725,079.40 excluding VAT, or €3,297,346.07 including VAT; the estimated value, including possible extensions and modifications, is €4,387,852.54. The contractor is expected to provide guarding and maintain the systems in accordance with the tender documents. The budget calculation assumes 20 security guards and one service coordinator. To participate, the company must hold a valid Spanish private-security authorisation and registration and employ appropriately qualified security staff. The requirements include annual turnover of at least €1,648,673.03, third-party liability insurance with a minimum general limit of €1,080,000 and experience in comparable services during the previous three years. Attendance at the technical site visit is mandatory, and proof of attendance must accompany the bid. Bids must be submitted electronically; the successful bidder must provide a final guarantee of 5%. Bids are evaluated out of 100 points: service-organisation analysis 25, training plan 12 and service-performance indicators 8; price up to 25, environmental ratings for two vehicles up to 15, fault-response time up to 10 and an equality distinction up to 5. The technical proposal must address up to ten risks and mitigation measures, include up to six training activities and propose up to 16 service indicators. A fault response and resolution time of no more than 6 hours earns the maximum score for that criterion.
