Coordination and activation of the Youth Space at the Youth Information Centre of the Island Council of Tenerife

Summary

The tender concerns the one-year operation and activation of the Youth Space at the Youth Information Centre of the Island Council of Tenerife, together with island-wide youth information, counselling, training, cultural activities, workshops, youth groups, outreach and service evaluation. The service is mainly provided on weekdays from 15:00 to 20:00, with possible morning and weekend activities. The estimated value is EUR 276,634.40 excluding IGIC, including a possible one-year extension; the budget including IGIC is EUR 147,999.40 for the initial term. The contract starts on 20 January 2027, or on the day after signature if signature occurs later, and may last up to two years including the extension. Bids must be submitted electronically within 20 calendar days of publication and in Spanish. The bidder must provide a complete project proposal, general qualification documents and a price and objective-criteria offer. Evaluation is based on price (49 points), qualitative project criteria (49 points) and an optional 30-hour staff training improvement (2 points). A minimum of 24.5 points is required for the qualitative criteria. The successful contractor must provide at least one qualified coordinator and two youth information workers, maintain the required turnover and similar-service experience, provide a EUR 300,000 civil liability insurance policy and constitute a final guarantee of 5% of the final offered price excluding IGIC. The contractor must also handle personal data securely, comply with the applicable collective agreement, take over the listed employees where required, and provide monthly and final monitoring and evaluation reports.
