Dynamic purchasing system for the supply of construction materials, hardware, plumbing materials, paint, electrical materials and workwear, and for machinery rental

Summary

The contracting authority is establishing a four-year dynamic purchasing system for recurring supplies and rentals used by the municipal works and infrastructure services. The categories cover hardware and tools, construction materials, machinery rental, plumbing materials, paint, workwear for municipal brigades, and electrical materials. The system has an estimated value of EUR 178,512.41 excluding VAT, including a possible 20% modification; participation does not guarantee any minimum order volume or contract. Companies may apply to one or more categories throughout the system’s validity. Applications and later offers must be submitted electronically. Specific contracts will be awarded only to admitted companies in the relevant category, following an invitation that sets out the exact products, prices, delivery location, deadline, award criteria and warranty requirements. The initial application period is 30 calendar days, while later applications remain possible during the four-year term. Specific contracts may last up to one year and cannot be extended. The supplier must be able to provide high-quality, compliant materials and meet urgent delivery requirements: up to 1 hour for hardware, plumbing and construction materials; up to 24 hours for paint and electrical materials; up to 3 weeks for municipal brigade workwear; and up to 1 week for machinery rental. Prices must include transport and other costs, except that machinery rental must be itemised. Late delivery may lead to a 2% deduction from the relevant purchase order for each day or excess hour, and three sanctions may lead to termination.
