Granting 75-year surface rights over two plots in Madrid’s Los Berrocales development for protected affordable rental housing

Summary

The tender grants 75-year surface rights, without consideration, over two publicly owned plots in Madrid’s Los Berrocales development for the construction, management and operation of protected housing for affordable rent. The successful bidder must finance and deliver the development, operate and maintain the buildings, manage the rentals and provide the required community services. The two plots are RC 4.12.3, measuring 3,015.53 m² with 6,524.86 m² of buildable area, and RC 2.2.6, measuring 1,041.32 m² with 2,528.14 m² of buildable area. The surface right lasts 75 years from registration. Companies should be prepared to provide substantial financial capacity, at least 150 previously developed homes, a EUR 100,000 bid guarantee, a EUR 500,000 final guarantee, a detailed technical and management proposal, the required insurance commitments and a commitment to establish a Spanish public limited company based in the Madrid region. The award uses multiple criteria: technical quality is worth 50 points and the financial proposal 50 points.
