Technical support for public-sector and grant-beneficiary audits

Summary

The contract supports the General Comptroller’s office of the City of Ciudad Real in planning, carrying out and documenting audits of public-sector entities and grant beneficiaries, and in following up on audit results. It is divided into three lots: audits of the municipal company EMUSER; audits of the autonomous sports, disability and economic promotion, training and employment bodies; and audits of beneficiaries of grants awarded by the municipality or its bodies. The work includes, among other things, audits of annual accounts, compliance reviews, operational audits and checks on the proper use of grant funds. Each year, at least one audit must be carried out for each of the four named entities, together with two grant-beneficiary audits: one involving a grant of up to and including €5,000 and one involving a grant above €5,000. The General Comptroller selects the subjects and directs the work. The contractor prepares audit evidence, working papers, draft reports and recommendations, but does not issue official control reports or initiate recovery or penalty proceedings. The contract runs for two years, with an option to extend it by one year. The base budget is €80,000 including VAT; the estimated value including the possible extension is €99,173.55. The first audit cycle covers 2025, and the final report and audit file must be completed in January 2027. Under the detailed award schedule, price carries up to 40 points, additional evidenced team experience up to 50 points, and shorter response times up to 10 points. Participation requires, among other things, professional indemnity cover of at least €300,000 and the specified comparable-service and team experience.
