Delivery of the “Spain is Science” advertising campaign

Summary

The procurement covers the development and delivery of the 2027 institutional advertising campaign “Spain is Science”, including creative development and production, media planning and advertising-space purchasing, and measurement and evaluation of campaign impact and results. The campaign is intended to communicate the contribution of Spanish science and innovation and the work of researchers, while strengthening public trust in science. The target audience is people aged 15–74 living in Spain. The work must use digital media, social media and radio. The campaign will run for 15 days and must reach at least 70% of the target audience. The indicative media-investment split is 50% digital media, 30% social media and 20% radio. All three channels are mandatory; an alternative split is allowed subject to minimum shares of 40%, 20% and 10%, respectively. Materials must be produced in Spanish, Catalan, Basque, Valencian and Galician. Required deliverables include at least five graphic adaptations; at least two core digital-media creatives, each with at least two rotation variants; at least two vertical and two graphic social-media creatives; and at least two 20-second radio spots. The contract lasts 4.5 months. The price is fixed and cannot be changed in the bid: EUR 495,867.77 excluding VAT, or EUR 600,000 including VAT. Award scoring allocates up to 40 points to the creative technical proposal and up to 60 points to automatically assessed media-plan figures. The technical proposal must score at least 25 out of 40. Bidders must meet the turnover and relevant-experience thresholds and provide a six-person team with the required qualifications.
