Engineering Services for Ship Life-Cycle and Modernisation Projects

Summary

Navantia is establishing a dynamic purchasing system for engineering services for ship life-cycle and modernisation projects, covering ships built by Navantia as well as other ships. The work may include engineering development and feasibility studies, technical analysis of equipment, 2D and 3D documentation, calculations and safety analyses, production studies for onboard modifications, cost and logistics analysis, verification and validation, project-management support, and technical database management. The precise scope will be specified in each contract competition under the system. A company may apply to join one or more of the 14 categories, and applications to join are accepted throughout the system's term. The initial application period was 30 days; the system runs for four years and may be extended twice, each time by 12 months. The estimated total value is €11,500,000, but Navantia gives no guarantee of orders or a minimum contract volume. Admitted suppliers will be invited to bid for individual contracts, which are scored with 60 points for technical aspects and 40 for price. To join, a company must demonstrate the required financial and technical capacity, submit the required documents and pass Navantia's supplier assessment. Applications and bids are submitted electronically through Navantia's Ariba platform, and a confidentiality agreement must be signed for admission. Detailed technical requirements will be provided in the tender documents for each individual contract.
