Framework Agreement for PET Development Services
Summary
The tender is for a multi-provider framework agreement to supply temporary PET developers for software development at the Association of Statutory Health Insurance Physicians of Baden-Württemberg. The developers will support the Platform Engineering Team and Platform Service Team in operating and further developing the organisation’s in-house cloud and container platform. Up to 1,500 person-days of work may be ordered under the framework agreement. Bids must be submitted electronically by 3 November 2026 at 11:00. Price accounts for 30% of the evaluation and three concepts together account for 70%: contract delivery approach, 20%; candidate selection in mini-competitions, 60%; and compliance approach, 20%. The three highest-ranked bidders will receive the contract; a draw will decide any tie for third place. To participate, a bidder must be able to provide at least 20 PET developers, submit a qualifying comparable reference project and report turnover for the last three completed financial years. Liability insurance must provide at least €5 million in coverage. Developers must be able to communicate in German; a developer who is not a native speaker must provide proof of at least C1 proficiency.
