Consulting, further development and system implementation of the administrative portal

Summary

The procurement concerns consulting, further development and system implementation for the web-based administrative portal of Brandenburg’s state road authority. The aim is to transform the current request-registration application into an integrated process platform supporting requests, approvals, processing, communication, documentation and reporting, while replacing the existing ticketing system. The services include consulting, development of new modules and interfaces, workflow modelling and automation, continuous operation of a test environment, deployment, documentation, software maintenance and support. The solution must take account of, among other things, the SAGA standards, Brandenburg accessibility requirements, Java 17 or later, JBoss WildFly 26 or later and documented interfaces. The contract lasts three years and includes a maximum of 420 consulting days; one consulting day consists of 8 hours. The bidder must provide a suitable team, at least three comparable references including one from the public sector, and the required liability insurance. Tenders must be submitted electronically in German. During contract performance, the contractor must comply with data protection and information security requirements, provide documentation in German and transfer all source-code components created or modified under the contract, together with the necessary files and documentation, to the contracting authority. Tenders are evaluated using price weighted at 30% and service quality weighted at 70%.
