Strategic Environmental and Social Assessment (SESA) of the oil and gas sector to be carried out in the DRC

Summary

This tender concerns the Strategic Environmental and Social Assessment (SESA) of the oil and gas sector in the Democratic Republic of the Congo (DRC). The contractor will produce the SESA and related outputs across five work packages, including risk/impact analysis, development of socio-environmental standards, a guide to good practices, draft implementing legislation, and an action plan with capacity-building components. The project aims to identify best and bad practices and to draft implementing legislation for the DRC’s oil and gas sector. The plan includes stakeholder engagement, governance strengthening, and capacity building, with a projected duration of about 12 months (November 2026–October 2027). The work is carried out under an open-tender process with technical evaluation at 70% and price at 30%.
