Vacuum therapy equipment rental and consumables supply

Summary

Klinikum Ingolstadt is procuring a four-year rental service for negative pressure wound therapy (NPWT) devices, together with a framework agreement for the required consumables. Equipment rental is charged per day and only for the actual period of use on a patient; maintenance, servicing and repairs are included in the rental price. The estimated volume is approximately 3,000 rental days per year and €300,000 over four years, but no minimum quantity of devices, rental days or consumables is guaranteed. Throughout the contract, the supplier must keep at least 30 ready-to-use devices at the hospital across at least two agreed locations and promptly replace any device put into patient use. The supplier must arrange collection, hygienic and technical reprocessing, and replacement of devices and reusable components, and provide additional devices promptly if demand rises. Consumables must remain adequately stocked and their compatibility with the offered system must be evidenced. Devices must comply with applicable medical-device requirements. The supplier must provide technical, conformity and compatibility evidence, train users, and describe device management and possible digital interfaces. The bid must use the buyer’s forms and include the price schedule, technical documents, suitability declaration, at least three comparable hospital references, and the required declarations concerning links to Russia and Scientology. The completed and signed temporary equipment loan agreement must also accompany the bid. Evaluation weights are price 60%, Quality I 25% and practical-test Quality II 15%; all mandatory technical minimum criteria must be met. Bidders invited to the practical test must provide at least two offered devices and ten sets of consumables for each device free of charge for 4–8 weeks. The planned bid deadline is 9 October 2026 at 10:00, and service is scheduled to begin on 1 January 2027.
