Framework Agreement for Bicycle Leasing for Employees of the District of Grafschaft Bentheim

Summary

The procurement is for a framework agreement with one provider to arrange leases of new bicycles and pedal-assist bicycles with assistance up to 25 km/h for employees of the District of Grafschaft Bentheim. Each individual lease lasts 36 months and includes mandatory comprehensive insurance without a deductible, an annual inspection, incident and damage management, and an online portal for orders, billing and returns. Employees must be offered at least two optional service and wear packages at different levels. The bicycle purchase price, including eligible accessories, may not exceed EUR 7,000 gross. The provider must also implement the portal, train and inform employees and the personnel department, and manage the associated processes. At least three contracted bicycle retailers with their own workshops must be located in the District of Grafschaft Bentheim, and package maintenance services must be available throughout Germany. The framework agreement has a maximum volume of 400 individual leases and no minimum order quantity. Orders are to begin on 1 March 2027. The initial term ends on 31 December 2028, with two extension options available to the contracting authority, up to 17 December 2030. Offers are evaluated on price and quality, weighted at 40% and 60% respectively. The bidder must demonstrate the required authorisation and financial capacity and provide at least three comparable references.
