Framework agreement for employment support: “German and Artificial Intelligence Skills” in Aschaffenburg

Summary

The Federal Employment Agency is procuring, in the Bavaria region and in Aschaffenburg, a framework agreement for a combination of employment-support measures titled “German and Artificial Intelligence Skills”. The service is intended for unemployed jobseekers and people at risk of unemployment, with the aim of supporting their lasting integration into employment. The tender documents describe, among other topics, occupational German, assessment and development of digital skills, digitalisation and AI in the world of work, and employment prospects; the specific modules and their scope are set out in the relevant lot documents. Individual participation generally lasts 8 weeks, although the referring authority determines the duration for each participant as applicable. The contractor must provide individual support, suitable premises, qualified staff and digital equipment, cooperate with the referring authority, and document attendance and results. The contract is a framework agreement, and a bid must cover the complete service. At least 70% of the minimum participant number specified in the tender documents is guaranteed, provided any shortfall is not attributable to the contractor. The bid must include pricing, required declarations and evidence, and a concept of up to 10 A4 pages arranged in the order of the evaluation criteria. The concept, previous service quality and price are evaluated; offers must achieve at least 85% of the points available at the 2-point performance level for evaluation areas I–III. The bid must be submitted electronically in German by 29 October 2026 at 11:00.
