Framework agreement for vehicle fuel, charging and services using fuel cards

Summary

The tender is for a framework agreement to supply vehicles with fuel cards for use in Germany and elsewhere in Europe. The cards must enable payment for conventional and alternative fuels, electric-vehicle charging, operating supplies, tolls and vehicle-related services. They must also support payment for servicing and repairs at manufacturer workshops elsewhere in Europe, excluding Lithuania. The fleet comprises approximately 42,000 vehicles; estimated card requirements are around 42,000 vehicle-specific cards, 6,000 vehicle-independent cards and 1,300 neutral cards, with an estimated 8,000–10,000 cards replaced each year. No minimum purchase volume is guaranteed. The supplier must demonstrate at least 3,500 fuel and service locations in Germany and provide broad European coverage, electric-vehicle charging and specified fast-charging facilities. The service also includes issuing and administering cards, providing a web-based dashboard, transmitting transaction data, controlling spending limits and permitted product categories, reporting and invoicing. The framework agreement has a maximum value of EUR 609,900,000 excluding VAT. It starts on 1 April 2027 and initially runs until 31 March 2031, with up to two one-year extensions. The bid must include the required forms, pricing and information on acceptance locations, fast charging and workshop services. Award scoring covers discounts, the number of German acceptance locations and the number of charging points.
