2027 Aerial Photography Flight Programme
Summary
The contract covers the 2027 aerial photography programme for the German state of Lower Saxony: planning flight routes, aerial photography using digital camera sensors, collecting oblique imagery and, where required, airborne laser scanning (ALS) data, processing the data, and delivering processed digital imagery and classified laser data. The contract is divided into lots, and some lots offer specified technical implementation options. Bids must cover a complete lot; partial-lot bids and bidder-proposed alternative solutions are not allowed. The contractor must prepare a compliant flight plan, carry out the flights and data collection, perform quality control, and deliver properly processed data with metadata and quality evidence. For ALS, requirements include at least 8 measurement points per square metre, specified positional and height accuracy, and classification accuracy of at least 99%. The bid must also include the required flight plan and, for ALS, classified sample data covering a 1 × 1 km tile. Bids must be submitted electronically by 5 November 2026 at 11:00. The successful bid is selected by comparing price against quality points, subject to the volume limits for the lots.
