Comparative Rehabilitation Quality Analysis Platform

Summary

The procurement is for a platform to compare and assess the quality of medical rehabilitation. The contractor must set up and launch the platform as a software service, implement the questionnaires specified by the contracting authority, and provide hosting, maintenance and development, technical support, user training and interfaces with rehabilitation facilities’ information systems. The platform must collect and process patient feedback, clinical data and functional and performance-test results, support review and analysis at the facilities, and securely transfer data to statutory accident-insurance institutions. The pilot covers 14 rehabilitation facilities, approximately 60,000 patients and around 700 users. Initial implementation is to begin at the rehabilitation centre in Hamburg, with the other 13 facilities connected no later than 12 months after contract award. The contract runs for 24 months and may be extended once for a further 24 months, up to a maximum total term of 48 months. Tenders will be assessed against the criteria in the evaluation sheet, comparing performance points with price. The bidder must submit a complete tender with the requested prices, declarations and evidence, and include an exit plan covering data export, formats, transition support and data deletion. The solution must meet strict data-protection and information-security requirements, including processing data in the EU/EEA, encryption, role-based access, multifactor authentication for administrators and annual security testing. No minimum turnover or previous-experience threshold is specified in the supplied documents.
