Framework agreement for Java development

Summary

The procurement is for a framework agreement covering Java development for IT projects and e-government services in Mecklenburg-Western Pomerania. The services include programming and other IT services and works by Java senior and junior developers; employee leasing is optional for the bidder. Tasks include creating, modernising and adapting information systems, fixing faults, testing, quality assurance, developing interfaces and transferring knowledge. The estimated framework volume is 11,500 person-days: 11,000 for senior developers and 500 for junior developers. The initial term is 24 months, with two possible 12-month extensions; employee leasing is estimated to account for about 5% of call-offs. Work will generally be performed in Schwerin, although some work may be performed at the contractor’s premises by agreement; remote access to the contracting authority’s IT systems is not guaranteed. The bidder must have the required number of suitably experienced developers and submit three staff profiles for each role for evaluation, together with evidence of previous work. Requirements also cover the company’s financial and technical capacity, insurance and German-language skills. Bids must be submitted electronically in German by 5 October 2026 at 12:00. The evaluation takes account of both the proposed personnel’s capabilities and the price.
