VibA – Placement into company-based vocational training in Berlin-Spandau

Summary

This procurement is for a framework agreement to deliver the VibA activation and vocational-training placement measure in Berlin-Spandau. It aims to help jobseekers, generally under 25, enter and remain in company-based or school-based vocational training. In individual cases, placement in insured employment may also be a goal, but that placement is not eligible for a placement fee. A participant normally takes part for six months, with 10 hours of attendance each week: two four-hour in-person days and two hours of digitally supported remote participation. The service includes individual and group coaching, assessment of skills and barriers, career guidance and application coaching, digital application training, social-pedagogical support, and two work trials at different employers. Each trial may last up to 10 consecutive working days and must comprise at least 15 hours per week. After a successful training placement, the provider must support the participant for the first six months to help prevent the training from ending prematurely. The provider must supply suitably qualified staff, appropriate premises and digital equipment, cooperation with employers and regional labour-market organisations, and safeguards for personal data. The bid must include its price, required declarations and evidence, and a concept arranged in the order of the evaluation criteria, with a recommended maximum length of 40 A4 pages. The evaluation awards 8 points for regional cooperation, 50 for the delivery strategy and content, 12 for staffing, and 30 for past performance and quality. Bids must be submitted electronically in German by 4 November 2026 at 10:00. Participation requires valid provider authorisation and references for comparable work completed within the previous three years. The precise volume, placement target, prices and measure dates are specified in the lot schedule.
