Framework Agreement for Telecommunications Technology

Summary

The procurement comprises two four-year framework agreements, each with one supplier. Lot 1 covers Mitel OpenScape telecommunications equipment and related supply, maintenance and implementation services. It includes replacing existing ISDN technology with up-to-date VoIP systems, expanding the system when needed, replacing defective equipment, servicing existing and newly purchased components, third-level support, customisation, consulting, project management and training. Services are ordered as needed and may be delivered at the requesting authority’s premises. The estimated value of Lot 1 is approximately €24.7 million, with a maximum of €36,974,790, both excluding VAT. Lot 2 covers the supply, on individual orders, of wired and wireless headsets and their adapter cables, analogue telephones, cordless handsets, DECT repeaters and routers. Its estimated value is approximately €1,120,500 and its maximum value is €1,680,672, excluding VAT. Quantities are estimates and do not oblige the authority to order the full amounts; transport and other specified incidental costs must be included in the offered prices. Bids may cover either or both lots. Price is the sole award criterion: among bids meeting all requirements, the contract goes to the bidder with the lowest evaluated price. Variants are not permitted. Bidders must meet the turnover, insurance, staffing, Mitel partnership, certified-specialist and reference requirements for the lot concerned, and submit the required declarations and evidence. A Mitel distributor price list dated 1 October 2026 must accompany a Lot 1 bid. Bids must be submitted electronically in German by 12:00 noon on 5 November 2026.
