Development services for implementing national and European emissions trading (SDK)
Summary
The tender concerns the development, maintenance and management of the Umweltbundesamt’s DEHSt Software Development Kit (SDK) for creating domain-specific applications supporting national and European emissions trading enforcement procedures. The work includes software development, maintenance and upgrades of existing software components, quality and security checks, automated build and testing processes, documentation, version and release management, user support and community management. This is a four-year framework agreement, which the contracting authority may extend twice by 12 months. The planned volume for the first four years is up to 2,560 person-days, with up to 640 additional person-days for each extension. The bidder must be able to work mainly with Angular, NgRx, Spring Boot, Java, PostgreSQL, Gradle, REST, OpenAPI, GitLab, Docker and Red Hat OKD. German is the project language, while software artefacts and their source-code documentation are in English. The tender must be submitted digitally using the contracting authority’s forms as a PDF; if code is submitted, it must be provided as a ZIP archive of repositories created by the bidder. Performance must include incident management, quality assurance, documentation, security, accessibility and agreed response times.
