Server system for artificial intelligence inference workloads

Summary

The tender covers the purchase of one air-cooled server system for artificial intelligence inference workloads and five years of next-business-day onsite support, including fault correction and restoration of system availability. The server must fit a 19-inch rack of the width described in the tender documents and include eight graphics processors, each with more than 280 GB of HBM memory; 2 TB of DDR5 memory; an AMD EPYC 9755 processor with 128 cores or equivalent; eight NVMe drives of approximately 15 TB each; two system drives of at least 512 GB each; two 25 Gbit/s and two 100 Gbit/s network ports; and remote management with console access. Bidders must submit a bid meeting the technical specification, prices for the hardware and support, and a binding delivery time. Evaluation weights are total price (55%), delivery time in weeks (20%), and system performance (25%). Performance is assessed based on the processor and the processing speed of a large language model using eight graphics processors; a processor score below 300 or throughput of 550 tokens per second or less results in exclusion. The submission deadline is 16 October 2026 at 11:00, and bids must remain valid until 3 November 2026. Hardware is payable in 2026 within up to 30 days against a 100% bank guarantee: the invoice must reach the authority by 11 December 2026 and the original bank guarantee by 4 December 2026. If support is invoiced separately, it is paid annually in advance, with a 30-day payment term. The bid must include a company profile, turnover figures for the last three fiscal years, signed declarations concerning exclusion grounds and EU Regulation 833/2014, proof of the required liability insurance, and a completed and signed declaration concerning the open-ended bank guarantee. If subcontractors are used, their details and share of the work must be disclosed, and their required declarations must also be submitted.
