Framework Agreement for Standard Software
Summary
Dataport is procuring standard software for its own needs and those of its customers, by purchase, rental or subscription, together with software maintenance and related services. The procurement excludes bespoke software developed specifically for an individual customer. A single-supplier framework agreement will be awarded, with orders placed without reopening competition. The agreement starts on 1 January 2027, initially lasts two years and may be extended twice by 12 months, ending no later than 31 December 2030. The maximum call-off value is 150% of the estimated total call-off volume stated in the price schedule. Price is the sole award criterion (100%). Tenders must be submitted electronically in German by 12:00 on 20 October 2026 and remain valid for 72 days. The bidder must demonstrate average annual turnover of at least EUR 10 million in the relevant field over the last three completed financial years, provide at least one qualifying reference, and provide two designated sales contacts and their deputies. An EMAS or DIN EN ISO 14001:2015 or newer certificate, or evidence of equivalent environmental-management measures, is required. Further details are set out in the qualification requirements. Contract performance requires communication with the contracting authority in German and compliance with confidentiality, data-protection, supply-chain due-diligence and other obligations specified in the tender documents.
