Nutrient Management

Summary

The contract covers the procurement, implementation, data migration and four-year operation, starting on 1 July 2027, of a web-based agricultural nutrient-management application. The solution must support field records, farm-level manure limits, fertiliser planning, water-protection fertiliser planning, farm-gate balances, nutrient balances and material-flow calculations. It must preserve the functionality of the current system and meet every mandatory technical and professional requirement in the tender documents. The work includes application setup, user and access-rights administration, training and production launch, as well as validation, test migration and final migration of data from the existing system. The application must work in web browsers and on mobile devices, support the required data exchanges, and provide the specified agricultural calculations and reporting. Personal data must be processed in the EU or EEA, and service availability must be at least 99.5% on an annual average. Support must be available on working days from 08:00 to 17:00, with response times of no more than 2 hours, 8 hours or 2 working days depending on incident priority. The award criteria are price (30%), cooperation on further application development (35%), and the approach to implementing legal and professional changes (35%). Offers must be submitted electronically in German by 11:00 on 29 October 2026; alternative offers are not allowed. The annual reference volumes used for pricing are 1,100 field-record cases, 380 farm-limit cases, 1,800 fertiliser-planning cases, 250 water-protection fertiliser-planning cases, 200 farm-gate balance cases, 100 nutrient-balance cases and 250 material-flow balance cases.
