Accommodation management and support services – procurement round 10.3

Summary

The contract covers the organisation and provision of support services at the state’s central accommodation facilities for refugees in Gladbeck and Lohmar. The work includes organising the smooth operation of each facility; social support and childcare; leisure activities; access to work opportunities; furniture and equipment; personal hygiene items; laundry facilities; and clothing support. Bidders must submit service-delivery plans and a priced offer. The services do not include the exercise of public authority, including conducting asylum procedures. The procurement is divided into lots by accommodation facility. Bids may cover one or more lots, but a bidder may receive no more than one lot. Attendance at a site visit is mandatory for each lot, and proof of attendance must be submitted with the bid. Registration for visits was due by 4 September 2026 at 12:00; visits take place from 8 to 10 September 2026. Bids had to be submitted electronically by 12 October 2026 at 10:00. There will be no negotiations or later bid revisions, and missing documents will not be requested after submission. Price accounts for 40% of the evaluation and concepts for 60%. Required submissions include plans for organisation and staffing, handling emergencies and conflicts, social support and childcare, electronic reporting and attendance checks, staff training, volunteer involvement, work opportunities and leisure activities, as well as price sheets. Bidders must provide at least two suitable references for refugee accommodation and social support dating from August 2023 onwards, together with turnover and employee-number information. Contract performance must comply, among other things, with North Rhine-Westphalia’s wage-compliance and procurement legislation.
