South Bremen Migrant Employment Integration Programme

Summary

This procurement seeks a framework agreement to deliver an employment-integration service for migrants in Bremen. The service is intended to address participants’ individual barriers to employment, help them enter work or vocational training, and support them in remaining in employment. The target group is working-age people with a migration background who need individual assistance and whose education or previous qualifications are not usable or recognised in Germany. Support may include work-related German, motivation, social skills and career direction. The work includes an initial assessment of skills and needs, an individual activation and integration plan, career guidance and job search, application skills and job coaching, work-related German and digital skills, practical work trials, social-pedagogical support and, where needed, help arranging childcare. After a participant starts work, the provider must offer up to six months of support to help sustain the employment. The service is generally delivered in German, with bilingual support for the target group. The provider must hold the required authorisation for employment services and submit relevant references from the previous three years. The delivery team must include appropriately qualified and experienced educational staff, social-pedagogical staff and job coaches; at least 80% of staffing capacity must be employed for the contract period, and freelancers may make up no more than 20%. The bid must include the required declarations, references, price offer and a service concept structured according to the evaluation criteria. Quality and previous performance carry significant weight, and bids must achieve at least 85% of the available points in evaluation areas I–III. The bid deadline is 3 November 2026 at 12:00. Bids must be submitted electronically in German, and must cover the complete service rather than only part of it.
