Framework agreement for street lighting operations

Summary

Stadt Papenburg is seeking a framework agreement for the operation of its street lighting. The work covers lighting control, 24/7 receipt of fault reports and coordination of repairs, maintenance planning, inspection of equipment and the cable network, repair and damage handling, technical advice and records management. Separate orders may also cover 3D stability inspections of existing lighting columns: standard inspections of columns under 12 m high, additional inspections of the column base and embedded section where needed, and excavation around the column base for a more extensive inspection. The stated quantities for the first year are 250 standard inspections, 5 special inspections and 10 excavations around column bases; the framework agreement does not guarantee any individual orders or quantities. Bidders must submit the required suitability declarations and proof of authorisation from the network operator to work on the electricity network. Electrical work may only be carried out by a contractor holding the required VDE approval and listed in the installer register of a German electricity supplier. Offers must be submitted electronically by 4 November 2026 at 11:00. Price is the sole award criterion.
