Short-Term Expert Pool for regional integration, employment, and digital transformation in the EU Southern Neighbourhood

Summary

This tender establishes a Short-Term Expert Pool (STEP) to rapidly mobilize qualified experts to support programme implementation across the EU Southern Neighbourhood’s thematic areas: regional integration, trade and investment; employment; and digital transformation. The contractor will recruit, contract and manage experts who provide technical advisory services, analytical work, capacity development and knowledge management, with assignments possible remotely or on-site. The STEP will be organized around work packages covering regional cooperation on Trade, Investment and Employment; Digital and Telecommunications Regulation; Digital Skills; and Cyber Security, with potential expansion under the Digital Transformation in the Southern Neighbourhood (DTSN). The contract is BMZ- and EU-funded and runs from 02/2026 to 01/2029. Tender evaluation follows a two-stage process: 70% technical, 30% financial; open procedure with no negotiations; presentations may be requested.
