Hot-mix asphalt supply

Summary

The City of Gera is procuring approximately 695 tonnes of various types of hot-mix asphalt for 2027, for pothole repairs and small-scale road repairs. The supplier must keep the required mixes available in the required quantities on weekdays from 07:00 to 15:00, or produce them as needed, and ensure that waiting time at the asphalt plant does not exceed 15 minutes, except in the event of a plant breakdown. Gera will collect the mix from the plant using its own vehicles. The contract runs from 1 March to 31 December 2027, with an option to extend it by one year, until 31 December 2028. Quantities are estimates, and the supplier may not claim a price increase because actual quantities are higher or lower. For the financial evaluation, the material price is combined with the contracting authority’s transport costs and the cost of waiting time for the paving crew; the plant’s distance and travel time from central Gera are taken into account. Bidders must state the plant location, distance and travel time. Prices are generally fixed for the contract term. An increase is permitted no earlier than after 12 months and only within the statistical office’s consumer price index, supported by a cost calculation. Offers must be submitted electronically by 10:00 on 27 October 2026. Bidders must provide the required suitability and Thuringian procurement-law declarations, demonstrate relevant experience and comply with the asphalt-mix standards. The supplier must also carry out factory production-control tests and provide the results on request.
