High-resolution distributed fiber-optic basic measurement system and sensor manufacturing equipment

Summary

The procurement is divided into two lots, and bidders may submit an offer for either or both. Lot 1 covers a high-resolution distributed fiber-optic measurement system that measures strain and temperature along continuous optical fiber and supports investigation of local strain, crack initiation and crack propagation. The system must have at least one simultaneous measurement channel and be expandable to at least eight channels. It must support sensors at least 100 m long, achieve a measurement-point spacing of no more than 0.65 mm in high-resolution mode, and provide at least 1,500 measurable points per metre of sensor. The strain range must be at least −15,000 to +15,000 microstrain, and the temperature range must be −40 to +200°C when suitable sensor fibers are used. The system must work with commercially available standard optical fibers, include software for measurement control, real-time display, storage and analysis, and allow data export to an open tabular format as well as automated data transfer through a documented programming interface. The supply must include the equipment, software and connection components needed to operate one channel; the price must include installation, commissioning, documented functional testing and user instruction. Lot 2 covers equipment, fibers, tools and accessories for manufacturing, preparing, testing and repairing sensors: one fusion splicer for standard optical fibers with basic accessories, one tool and accessory set, 60 protected fiber pigtails, 50 m of polyimide-coated sensor fiber, 10 m of coreless optical fiber, 100 splice protectors approximately 45 mm long, 1,000 m of acrylate-coated sensor fiber, one complete set of precision, cleaning, testing and preparation tools with consumables, one cordless hot-glue device, one cordless hot-air tool, and one transport and storage system for sensors, fibers and accessories. All components must be suitable for processing the offered standard fibers and functionally compatible with one another. The fusion splicer must align and join fibers reproducibly and be able to assess or document splice quality. For each lot bid for, the bidder must submit a compliance matrix covering every minimum requirement, identify deviations, and provide supporting data sheets or test documents where needed. For Lot 1, provide a table of achievable measurement rates for the offered combinations of sensor length, spatial resolution and number of active channels, and describe how the system can be expanded to at least eight channels. For Lot 2, provide the supported fiber types and splicing programs, data sheets describing the geometry, coating, attenuation and permitted operating temperature of fibers and pigtails, and evidence that the offered equipment and tools are suitable and compatible. The bidder must submit a self-declaration of economic and financial capacity, proof of registration in a professional or commercial register or other proof of legal entitlement to practise, and references to two projects as PDF files; links will not be considered. The offer must also include the required offer form, exclusion-grounds declaration and agreement to comply with Brandenburg's minimum requirements. The equipment must be new, complete and operational. Include delivery, setup, installation, testing and user instruction in the price where applicable to the lot. Electronic operating, safety and interface documentation must be in German or English. The offer and correspondence must be in German, and variant offers are not permitted. The bidder must comply with applicable wage and employment obligations, provide the required payroll evidence and allow the stipulated checks. For 2026, the stated federal minimum wage is EUR 13.90 gross per hour; the Brandenburg statutory rate of EUR 13.00 does not apply while the higher federal rate is in force. The offer deadline is 30 October 2026 at 23:59; the deadline for bidder questions is 23 October 2026, and offers remain binding until 27 November 2026. Award criteria: Lot 1—price 40%, technical performance, quality and suitability 40%, service, support and warranty 10%, and delivery and commissioning or delivery time 10%. Lot 2—price 60%, technical performance, quality and suitability 25%, service, support and warranty 5%, and delivery and commissioning or delivery time 10%.
