Eisenhüttenstadt Inland Port Railway Upgrade: Lot 1 – New Track Construction; Lot 2 – Connecting Line

Summary

The tender covers two construction stages to restore the railway connection to the inland port of Eisenhüttenstadt. Stage 1 involves building a new connecting curve and upgrading and reactivating the port tracks. Stage 2 upgrades the connecting line, including existing tracks through the Cemex site and a level crossing. The works include vegetation and tree clearance; partial removal of existing tracks, switches and other structures; earthworks and excavation; construction of the track formation and ballast layers; installation of tracks and switches; tamping, stabilisation and welding; drainage and level-crossing works; reinstatement of paved surfaces; and testing materials and managing waste. The aim is to reconnect the port tracks to the public railway network, and the contracting authority intends to award both stages to one contractor. Bidders must submit the required qualification and compliance declarations and price calculations, inspect the site before submitting an offer, and plan the work to meet the schedule and technical specifications. Vegetation clearance and tree felling must be completed by 28 February 2027. Earthworks, excavation and track construction are to start no later than March 2027, with completion planned by the end of 2027. A construction programme must be submitted at the start of the works. The Brandenburg procurement-law agreement on working conditions requires payment of at least the applicable statutory minimum wage; the document states that the federal minimum wage from 1 January 2026 is EUR 13.90 gross per hour. Payroll records must be available for verification, and equivalent obligations must be imposed on subcontractors and labour suppliers.
