Framework agreement for motor third-party liability insurance for the North Rhine-Westphalia Chamber of Agriculture fleet

Summary

The North Rhine-Westphalia Chamber of Agriculture is seeking a framework agreement for motor third-party liability insurance for its vehicle fleet from 1 January 2027 to 31 December 2030. The reference fleet, as at 1 August 2026, comprises 456 vehicles: 300 passenger cars (including 92 leased vehicles), 27 trucks with a gross vehicle weight of up to 3.5 tonnes, 2 trucks in the same weight class used for the organisation’s own transport, 85 trailers, 39 agricultural tractors and 3 work machines. The fleet may change during the contract, and no minimum number of vehicles or minimum order volume is guaranteed. The cover must provide compulsory motor third-party liability insurance for each vehicle insured under an individual contract based on the framework agreement. The limit is EUR 100 million per insured event for personal injury, property damage and financial loss, with personal injury limited to EUR 15 million per injured person. Own-damage cover is not part of the procurement. The insurer must handle vehicle additions, removals and replacements, provide a central electronic insurance confirmation number free of charge, confirm each vehicle’s cover electronically without delay, and provide fully digital claims handling. Administrative and other additional costs must be included in the premiums. The bidder must submit the completed service description and price sheet, stating unit and annual premiums by vehicle type and the total price including insurance tax. The contract will be awarded solely on total price (100%); a tie will be decided by drawing lots. Alternative bids are not permitted. The insurer must hold the authorisation required to operate in Germany and include evidence of it with the bid. Bids must be submitted electronically in text form by 10:00 on 23 October 2026 and remain binding until 20 November 2026.
