Implementation and provision of a learning management system (e-learning platform)

Summary

The procurement covers the implementation and ready-to-use provision of a learning management system (e-learning platform), including commissioning and administrator training, for approximately 1,250 users. The contract term is five years. The platform must be browser-based and accessible across locations and on mobile devices, and support the management of courses, learning progress, certificates, reminders and approvals. It must also support the organisation of in-person training and access for users without an email address. The bidder must demonstrate GDPR-compliant operation and ensure that data is stored exclusively in Germany. The offer must state service availability and helpline response times and provide trial access for at least five users in different roles for at least two weeks. A course catalogue and several additional features, such as SAP integration, are described as desirable or optional. Bidders must submit an exclusion-grounds declaration, a substantive priced offer and a suitability self-declaration.
