Framework Agreement for the Supply of Custody Blankets

Summary

The procurement is for a framework agreement with one supplier to deliver custody blankets. The blankets will be ordered for police and justice authorities in Lower Saxony and police authorities in Thuringia. The estimated total value is approximately €110,000 excluding VAT, and the agreement has a maximum value of €132,000 excluding VAT, including extensions. The initial term is 24 months, with two possible extensions of up to 12 months each, for a maximum total term of four years. The blankets must be made from flame-retardant, tear-resistant material. Warp tensile strength must exceed 530 N and weft tensile strength must exceed 820 N. The required dimensions are 140 × 200 cm, with a permitted deviation of up to 10 cm in each dimension, and the weight must be 1–1.5 kg. Dark blue is preferred. The blankets must withstand professional hygienic industrial laundering, be washable at a minimum of 40°C, and be suitable for tumble drying. An OEKO-TEX Product Class 1 certificate, or equivalent evidence, must be provided for every material used. Packaging units may contain no more than five blankets. The bidder must provide three free blanket samples, a cleaning declaration, and the required company and qualification information. References for comparable supplies completed during the previous three years must also be submitted, together with company and relevant supply-category turnover information where available; no minimum turnover amount is specified. The offer must be submitted electronically using the authority’s forms by 3 November 2026 at 10:00. Only one main offer is permitted; alternative offers and division into lots are not allowed. The contract will be awarded to the offer with the lowest total net price, and bidders remain bound by their offers until 18 December 2026.
