Preparation of Leverkusen’s qualified 2027 rent guide

Summary

The contract is for preparing Leverkusen’s qualified rent guide for 2027–2029. The work includes surveying tenants and surveying landlords for selected information, designing a sample based on approximately 10,000 survey letters, checking and statistically analysing the data, and classifying residential locations. Regression analysis is the proposed method. The contractor must also prepare the content of the rent-guide booklet, an accessible online rent calculator, methodological documentation and an anonymised dataset, and take part in stakeholder discussions. The online calculator must be operated and supported for at least two years. The planned scope includes up to eight in-person meetings; additional meetings and an update in 2029 are optional services. The guide must be ready for publication by 1 November 2027. The bidder must submit references for comparable rent-guide projects, details of a project team member with statistical expertise, and a rent-guide concept with its bid. Price is the sole award criterion, but the bid must include all required prices and enable the publication deadline to be met. The submission deadline is 15 October 2026 at 10:00.
